Position Title：Head of Public Affairs Key Responsibilities / 主要职责 Strategic Leadership & Vision / 战略领导与愿景 • Develop, own, and execute a comprehensive public affairs strategy for China, aligned with Sanofi's global priorities and local business objectives • 制定、主导并执行与赛诺菲全球优先事项及本地业务目标相一致的中国公共事务综合战略 • Provide top-level strategic vision and direction for the Public Affairs function, with significant impact on Group targets • 为公共事务职能提供顶层战略愿景和方向，对集团目标产生重大影响 • Lead policy development and advocacy initiatives that advance Sanofi's mission and strengthen its position in China • 主导推进赛诺菲使命、强化其在华地位的政策制定和倡导举措 • Drive alignment between China public affairs priorities and global public affairs frameworks • 推动中国公共事务优先事项与全球公共事务框架的协调统一 • Anticipate and proactively respond to the evolving policy and regulatory landscape in China's healthcare sector • 预判并主动应对中国医疗健康领域不断演变的政策和监管环境 Government & Institutional Relations / 政府及机构关系 • Build, maintain, and leverage high-level relationships with key government stakeholders including NHSA, NMPA, NHC, NDRC, and other relevant authorities • 与国家医保局、国家药监局、国家卫生健康委、国家发展改革委等关键政府利益相关方建立、维护并充分利用高层关系 • Navigate China's complex political and regulatory landscape with sophistication and cultural intelligence • 以高度的政治敏锐性和文化智慧驾驭中国复杂的政治和监管环境 • Represent Sanofi in high-level institutional dialogues, industry associations, and government forums • 代表赛诺菲参与高层机构对话、行业协会及政府论坛 • Develop and maintain Sanofi's positioning as a trusted partner to Chinese government and healthcare authorities • 建立并维护赛诺菲作为中国政府和医疗卫生主管部门可信赖合作伙伴的定位 • Monitor legislative and regulatory developments and translate insights into actionable strategies for the business • 监测立法和监管动态，将洞察转化为可执行的业务策略 Patient Advocacy & Engagement / 患者倡导与参与 • Champion patient-centric advocacy programs that advance healthcare access and improve patient outcomes in China • 倡导以患者为中心的倡导项目，推进中国医疗可及性并改善患者预后 • Build and sustain strategic partnerships with patient organizations, advocacy groups, and disease communities • 与患者组织、倡导团体及疾病社群建立并维持战略合作关系 • Advance healthcare access and policy reform initiatives that benefit patients across Sanofi's therapeutic areas • 推进惠及赛诺菲各治疗领域患者的医疗可及性和政策改革举措 • Integrate patient voice into public affairs strategies and external engagement activities • 将患者声音融入公共事务战略和对外参与活动 • Collaborate with medical and commercial teams to ensure patient advocacy efforts support broader business and access objectives • 与医学和商业团队协作，确保患者倡导工作支持更广泛的业务和可及性目标 Stakeholder Management / 利益相关方管理 • Manage complex, multi-layered stakeholder ecosystems across government, industry, civil society, and media • 管理涵盖政府、行业、公民社会和媒体的复杂多层次利益相关方生态系统 • Lead crisis management and issues response, protecting and enhancing Sanofi's reputation in China • 主导危机管理和议题应对，保护并提升赛诺菲在华声誉 • Coordinate cross-functional public affairs initiatives, ensuring coherent and consistent external messaging • 协调跨职能公共事务举措，确保对外信息的连贯性和一致性 • Serve as a senior spokesperson and thought leader representing Sanofi's positions on key healthcare policy issues • 作为高级发言人和思想领袖，代表赛诺菲就关键医疗健康政策议题表达立场 • Build and lead a high-performing public affairs team, fostering a culture of excellence, collaboration, and continuous learning • 建立并领导高绩效公共事务团队，培育卓越、协作和持续学习的文化 Launch Strategy & Market Access / 上市策略与市场准入 • Support product launch strategies through targeted policy advocacy and stakeholder engagement • 通过有针对性的政策倡导和利益相关方参与，支持产品上市策略 • Shape the market access environment by influencing reimbursement policies, pricing frameworks, and formulary inclusion processes • 通过影响报销政策、定价框架和目录纳入流程，塑造市场准入环境 • Collaborate closely with commercial, medical, and market access teams to align public affairs activities with launch timelines and access goals • 与商业、医学和市场准入团队紧密协作，使公共事务活动与上市时间表和准入目标保持一致 • Leverage public affairs levers to accelerate patient access to innovative medicines and vaccines • 充分利用公共事务手段，加速患者获得创新药物和疫苗的机会 Required Qualifications / 任职要求 Education & Experience / 教育背景与工作经验 • Advanced degree (Master's or above) in Public Policy, Political Science, Law, Public Health, Business Administration, or a related field • 公共政策、政治学、法律、公共卫生、工商管理或相关领域硕士及以上学历 • 15+ years of progressive experience in public affairs, government relations, policy advocacy, or related fields, with demonstrated career progression into senior leadership • 15年以上公共事务、政府关系、政策倡导或相关领域的递进式工作经验，并具有晋升至高级领导职位的清晰职业发展轨迹 • Proven track record in senior leadership roles with accountability for strategic outcomes and team management • 具有担任高级领导职位的成熟经验，对战略成果和团队管理负责 • Deep understanding of China's healthcare system, political landscape, and regulatory environment • 深刻理解中国医疗卫生体系、政治格局和监管环境 Pursue progress , discover extraordinary Better is out there.
