The Position The Chief of Staff (CoS) to the General Manager serves as a strategic partner, operational catalyst, and trusted advisor to the GM of Roche Algeria. This position ensures the alignment of regional and country-level strategic priorities, drives cross-functional key initiatives, and optimizes leadership decision-making across the organization.

A critical dimension of this role is operating model execution : translating strategic choices into concrete organizational structures, governance rhythms, accountability frameworks, and cross-functional processes. The ideal candidate acts as a force multiplier for the General Manager, bridging vision with execution and ensuring the operating model adapts dynamically to local pharmaceutical market shifts and global Roche capabilities. Your Role: 1.

Operating Model Execution & Organizational Effectiveness Target Operating Model (TOM) Deployment: Partner with the GM and Enabling Team to operationalize, refine, and enforce Roche Algeria’s operating model—ensuring roles, decision rights (e.g.RACI), and resource allocation directly support country strategic pillars. Governance Rhythm & Cadence: Design, manage, and optimize the executive governance framework (e.g., Enabling Team meetings, quarterly business reviews, cross-functional steering committees), ensuring clear accountability, decision tracking, and execution momentum. Cross-Functional Process Integration: Identify friction points across functions (Customer Engagement, Medical Affairs, Access, Regulatory, Finance, People & Culture) and redesign workflow interfaces to enhance agility, speed of execution, and patient-centric outcomes.

Organizational Change Management: Drive key operational model evolution efforts, managing the change management strategy to align teams, capabilities, and behaviors with evolving operating model paradigms (e.g., agile networks, ecosystem partnership models). 2. Strategic Planning & Execution: Strategic Roadmap Alignment: Partner with the GM and ET to define, articulate, and cascade long-term business strategy, annual priority objectives, and local market positioning.

Special Projects Lead: Drive key cross-functional and transformation initiatives from scoping to delivery (e.g., market access acceleration, digital health integrations, value-based healthcare frameworks). Performance Tracking & Operational Dashboards: Establish and monitor organizational KPIs and OKRs to track operating model efficiency and business deliverables, preparing actionable performance reviews and interventions for the GM. 3.

Executive Operations & Leadership Support: Decision Support & Briefings: Synthesize complex data, financial metrics, healthcare market updates, and regulatory developments to prepare high-level briefs, decision frameworks, and strategic scenarios for the GM. Time & Focus Optimization: Audit and optimize executive capacity, ensuring GM and ET time investments align strictly with high-impact strategic priorities and core operating model objectives. 4.

Stakeholder Engagement & Communications: Internal Alignment & Culture: Serve as a connector across Chapters & Squad leads to eliminate silos, promote horizontal collaboration, and foster an organizational culture that matches the target operating model. External & Regional Engagement: Assist in preparing briefing materials and position papers for high-level interactions with public health authorities, industry associations, key opinion leaders, and regional Roche stakeholders (Africa/Global). Strategic Communications: In collaboration with Corporate Communications, draft executive messages, town hall presentations, and internal updates on strategy and operational evolution on behalf of the General Manager.

Who you are: Education & Experience: Education: Master’s degree in Business Administration (MBA), Public Health, Pharmacy, Industrial Engineering, or a related field. Experience: 6–10 years of professional experience, with at least 3–5 years in management consulting (focusing on strategy, organizational design, or operational transformation), corporate strategy, or high-impact program management within healthcare/pharmaceuticals. Operating Model Expertise: Proven hands-on experience in business model implementation, governance redesign, decision-rights frameworks, and organizational change management.

Regional Context: Strong understanding of the Algerian healthcare landscape, regulatory environment, and pharmaceutical market dynamics. Key Skills & Capabilities: Operating Model & Process Architecture: Deep understanding of target operating model design, governance frameworks, process mapping, and organizational design principles. Strategic Acumen & Analytical Depth: Proven ability to break down complex business problems, interpret financial and market data, and translate high-level strategy into executable operational blueprints.

Executive Presence & Influence: High emotional intelligence, discretion, and diplomatic skills required to drive accountability and align executive leaders without direct hierarchical authority. Project & Change Management: Advanced expertise in program management methodologies and structured change management practices. Languages: Fluency: Professional fluency in French and English (written and spoken) is required.

Proficiency in Arabic is highly preferred. Key Competencies: Integrity & Discretion: Highest level of confidentiality and trustworthiness in handling sensitive corporate and strategic information.
