Develops and executes regional state government affairs strategy in alignment with the Company’s Government Affairs strategy, business priorities and long-term objectives. Serves as a strategic advisor to senior leaders and key internal stakeholders, translating legislative and regulatory developments into business implications and recommended actions. Influences the development and drives the implementation of relevant corporate policy through strategic partnerships with government, industry and other external stakeholders aligning with business objectives.
This is a state lobbying position with the following states in the region: Texas, Kansas, Oklahoma, Arkansas, Louisiana, Mississippi, Kentucky, Indiana, Ohio, West Virginia, Delaware. This list is subject to change at any time. Candidates with significant relevant lobbying experience in Texas preferred. _ Your Contributions (include, but are not limited to): Develops and leads regional strategies, initiatives, operations, and activities related to state government affairs Leads cross-functional collaboration with relevant business functions to assess legislative and regulatory developments and ensure timely communication of issues that may affect the Company.
Ensures internal departments are appropriately informed on issues that could impact the Company’s business Directs and manages external lobbyists and consultants in support of Company priorities, including establishing objectives, aligning activities, and evaluating effectiveness. Represents Neurocrine in multiple external facing roles, including among elected government officials, third party organizations, trade associations, regulatory authorities, and other situations as needed Builds and maintains strategic relationships with key state agencies, elected officials, policymakers, and other relevant stakeholders to advance Company priorities. Leads or coordinates responses to significant state regulatory inquiries and develops comment letters outlining Neurocrine’s response to key issues Ensures the Company’s lobbying and campaign contributions are compliant with all appropriate state agencies, laws, rules and regulations Develops strategic, coordinated initiatives that strengthen the Company’s reputation for integrity and responsibility among key external stakeholders Analyzes complex state legislative and regulatory developments and provides concise assessments of business impact, risk and recommended actions to internal stakeholders and senior leadership In conjunction with Government Affairs strategy, provides thought leadership and strategic recommendations on assigned policy matters and develops policy briefings, testimony and other materials related to pending legislative or regulatory actions Evaluates and recommends company participation in government forums and industry group meetings based on strategic relevance and potential business impact Influences public policy and advances Company objectives through strategic engagement with policymakers, government and industry leaders, trade associations, and external advocacy partners.
Other duties as assigned Requirements: BS/BA degree in Business, Political Science, Public Policy, or related Field and 12+ years of relevant government affairs, public policy, legislative or related experience Extensive knowledge of state legislative, regulatory, and political processes, with demonstrated ability to identify emerging issues, assess business implications, and develop effective strategies Significant direct experience in state government affairs required; experience in Texas strongly preferred. Demonstrated ability to analyze complex legislation and regulations and communicate business implications, risks, and recommendations clearly and concisely to senior leaders and cross-functional stakeholders Demonstrated ability to influence policymakers, external stakeholders, and internal business leaders on complex or sensitive matters Strong strategic thinking, judgment, communication, relationship-management, and influencing skills, with the ability to operate independently in a complex and evolving external environment Demonstrated ability to lead cross-functional initiatives and manage external lobbyists, consultants, and other advocacy partners without direct people-management responsibility #LI-TM1 Neurocrine Biosciences is an EEO/Disability/Vets employer. We are looking for the best candidate for the job and encourage you to apply even if your experience or qualifications don’t line up to exactly what we have outlined in the job description. _ The annual base salary we reasonably expect to pay is $214,700.00-$293,000.00. Individual pay decisions depend on various factors, such as primary work location, complexity and responsibility of role, job duties/requirements, and relevant experience and skills. In addition, this position offers an annual bonus with a target of 35% of the earned base salary and eligibility to participate in our equity based long term incentive program.
